Tulcea (in Bulgaro, Russian, and in Ukrainian: туа, tulcha; in Turk: time-time or tolçu) is a city with municipality status in Dobruja, Romania. It is the County Capital (District) of Tulcea. Located on the shores of the Danube river, more exactly the Tulcea tributary that is then divided into San Jorge and Sulina. In 2011 it has 73 707 inhabitants.

It was founded in the seventh century BC. C., under the name of the Aegessos, mentioned by Diodoro.
